Book the call and send me the solicitation in advance. In 45 focused minutes I read the RFP the way an evaluator would, give you a live go/no-go call, surface the win-probability traps small certified firms hit, and scope the engagement with a flat fee and submission timeline. The discovery fee is credited toward the engagement if we move forward. If I tell you not to bid, you walk with a free pass on the next solicitation.
Engagement Locked
Flat fee paid 50% up front, 50% on submission. You get a written scope: which sections I'm writing, what I need from you (past performance, key personnel resumes, pricing inputs), and the submission deadline. Signed in HoneyBook, no surprises.
I Write. You Review. We Submit.
I draft the technical, management, and past performance sections. You provide the inputs and review checkpoints at draft 1 and final. I handle Section L compliance review and Section M scoring alignment. We submit before deadline. If you win, the 5% win bonus is invoiced on contract award.

Frequently Asked Questions
How do I know you can actually win contracts?
I bid on them myself — that's the case study. As Orshay Intel ships and clients win, I'll publish anonymized win stats here. Until then: book the paid discovery call and judge the quality of my read on your specific solicitation. If I don't earn the engagement, you still walk with a usable go/no-go on that RFP.
What if I don't win?
You don't pay the win bonus (that's the whole point of contingent pricing). The base fee covers the work I did — same as any other professional service. I don't refund failed bids, but I'll tell you upfront in the discovery call if I think your win probability is below 30%, and I'll recommend you not bid.
Will you sign an NDA?
Yes. Mutual NDA on request — we'll send ours, or sign yours if you have one ready.
Can you help with sole-source / 8(a) direct awards?
Yes — those are often easier to write because the evaluation criteria are looser. Same pricing tiers based on contract value and complexity.
Do you do state and local proposals (LaPAC, NOLA, etc.)?
Yes, but tier pricing scales down — most state/local proposals fit in Starter or below. Ask in the discovery call.
How is this different from a GovWin or HigherGov subscription?
Those are opportunity-discovery tools. They tell you what to bid on. I write the actual proposal. Different category entirely — and you'll probably want both.
